Rhode Island Gov. Gina Raimondo on Thursday unveiled a proposed budget for next fiscal year that would eclipse the $10-billion per year mark for the first time in state history, tax high-end real-estate deals to fund housing construction and — again — attempt to legalize recreational cannabis. Lawmakers last year rejected Raimondo’s plan to legalize recreational cannabis, and it resurfaces this year with a proposal for a network of state-controlled marijuana stores akin to the state-run liquor stores in New Hampshire.
